Penguins Tumbl and Judge

Washington DC/Maryland have employed the use of digital radar and camera systems to give drivers tickets for speeding when a police officer is NOT present. Its like the red light cameras, but for speeding. I believe I got one of those tickets for my parents when I was driving over the last few days and I am quite annoyed. How are these cameras legal?
